China Releases Draft Toothpaste Ingredient Standard
On June 4, 2026, NMPA issued the draft “General Requirements for Toothpaste Ingredients” for public consultation until August 4.
The draft includes:
1,630 prohibited substances;
120 prohibited plant/animal-derived ingredients;
58 restricted ingredients;
42 approved preservatives;
103 approved colorants.
This is the first major revision of GB 22115-2008 in 18 years.
China Drafts Two Cosmetic Adverse Reaction Standards
On June 15, 2026, NMPA released draft standards for cosmetic cheilitis and contact urticaria assessment, with consultation open until August 15.
China Rejects 26 Batches of Non-compliant Imported Cosmetics
On June 22, 2026, customs authorities reported 26 rejected cosmetic batches, mainly due to:
Labeling issues (21 batches);
Packaging issues (2 batches);
Excessive arsenic (2 batches);
Microbial contamination (1 batch).
China Updates New Cosmetic Ingredient Regulations

US FDA Approves Bemotrizinol as New OTC Sunscreen Active Ingredient
On June 9, 2026, FDA added Bemotrizinol to the OTC sunscreen monograph at a maximum concentration of 6%.
It is the first new sunscreen active ingredient approved by FDA in over 20 years and is recognized as a GRASE ingredient for adults and children aged 6 months and older.
Effective date: August 9, 2026.
Brazil Updates Cosmetic Ingredient Lists under Mercosur
On June 11, 2026, Anvisa issued:
RDC No.1029/2026 (Restricted Ingredients List);
RDC No.1030/2026 (Prohibited Ingredients List).
Updates include revised conditions for 194 restricted ingredients, 13 new prohibited substances, and updated INCI/CAS requirements.
