1. Revision of the EU “Cosmetic Margins Handbook”
What happened
The European Commission revised the Cosmetic Margins Handbook, adding clarification on products packaged in vials or ampoules.
Products in vials or ampoules may be considered cosmetics if they:
– Perform cosmetic functions (cleaning, perfuming, changing appearance, protecting, maintaining good condition, or correcting body odor, teeth or oral mucosa)
– Are not intended for injection
2. SCCS Safety Assessment on Butylparaben & Salicylic Acid
Key points
The EU Scientific Committee on Consumer Safety (SCCS) proposed usage limitations for Butylparaben and Salicylic Acid to ensure children’s safety.
Public consultation is ongoing.
3. Increase in Non-Compliance Notifications via Safety Gate
Key findings
In January 2025, 246 batches of non-compliant cosmetics were reported via the EU Safety Gate system.
Perfumes accounted for approximately 90% of the cases.
Common issues included prohibited substances, heavy metals, microbial contamination, and misused ingredients.
4. SCCS Consultation on UV Filter DHHB
Regulatory update
On 17 February 2025, SCCS issued a preliminary opinion on Diethylamino Hydroxybenzoyl Hexyl Benzoate (DHHB).
SCCS recommended setting the maximum target concentration of unavoidable trace impurities (DnHexP) at 1 ppm.
5. Updates to Cosmetic Ingredient Terminology
What’s changing
The EU proposed updates to the cosmetic ingredient naming standards under Regulation (EC) No. 1223/2009 to improve labeling consistency.
Later in 2025, the common ingredient name glossary was updated to include 30,418 ingredient terms.
6. Ban on TPO (Photoinitiator)
Regulatory decision
TPO (Photoinitiator) is prohibited in all cosmetic products with immediate effect in the EU.

– Review product classification and intended use
– Assess formulas against updated ingredient safety opinions
– Monitor ingredient naming and labeling updates
– Strengthen compliance checks before market entry
